The Des Moines City Council approved travel expenses for Senior Police Officer Joseph Frentress to attend the Colonel Henry F. Williams New York State Homicide Seminar from Sept. 13-18 in Albany, New York. The seminar included discussions on domestic violence homicides, crime scene reconstruction, the BTK Killer, the Craigslist Killer and DNA technology. This came at a cost of $1,474 to taxpayers. CV
