Name: Rusty Lee Shiffer
The story: Upon making a stop for a traffic violation, officers recognized the passenger, later identified as Shiffer, as a suspect from a previous car pursuit. Officers placed Daniel Millard, the driver, under arrest and also took Shiffer into custody. During an inventory search of the vehicle, an officer found two hypodermic needles, one of which had a brownish liquid to it. The needle tested positive for methamphetamine. Officers advised Shiffer he was under arrest on charges related to the previous car pursuit. Shiffer said the needles were not his, but that he did use meth that day.
